Opensignal’s December 2025 Italy report (90 days to 29 November 2025) gave Vodafone nine of sixteen awards. TIM took Consistent Quality at 79.2 percent. San Marino sits outside EU roaming (European Commission). Ubigi sells San Marino as its own destination, so the Italy plan stops at the border. Switzerland is on the same EC list.
